Rebate Opportunities Arise After Marshall Fire
Homeowners in Louisville, Superior, and parts of Boulder County receive rebate opportunities to help begin rebuilding.

Builders are gearing up to rebuild for Marshall Fire victims and working with homeowners to provide information and options to get back into their homes. Xcel Energy has stepped up in a significant way, offering rebates to homeowners meeting certain code, and above code, programs. To obtain these rebates, it is important for the builder and the homeowner to have a clear understanding of the requirements.
Code Programs With the Potential for Large Rebates
Xcel has adopted the latest versions of the various programs required for rebates. But, in many cases, these updated programs are still in draft form and the requirements have not been finalized. In addition, these new versions have more stringent requirements than the current programs.
EnergyLogic wants to make sure our partners have all available information to ensure there are no issues when designing homes to meet Xcel’s rebates. Most of our partners are familiar with current program requirements. Below is a list of the additional requirements for each rebate program.
Rebate Programs
$7,500 - 2021 IECC
- Meet the 2021 IECC instead of the 2018 IECC (allowable for rebuilds in Louisville and Superior) or 2015 IECC (allowable in Boulder)
$10,000 - ENERGY STAR for Homes Version 3.2
- Meet the requirements of ENERGY STAR New Homes V3.1
- ERI without PV of no more than 50
- Windows meet 2021 IECC requirements - .30 U-Value/.40 SHGC
- Insulation less than 105% UA of 2021 IECC requirements
$12,500 - DOE Zero Energy Ready Homes Version 2
- Meet the requirements of DOE ZERH V1
- Meet the requirements of ENERGY STAR for New Homes V3.2
- ERI without PV of no more than 47
- Insulation meets 100% UA of 2021 requirements
- Above-grade walls provide a thermal break (continuous insulation, SIPs, ICFs, or double-stud walls)
- Windows meet high-performance standard (U-Value less than .27)
$17,500 - ENERGY STAR NextGen (All Electric)
- Meet the requirements of ENERGY STAR for New Homes V3.2
- ENERGY STAR certified two-speed or variable-speed heat pump
- HVAC Commissioning to Grade 1 under Standard 310
- ENERGY STAR certified heat pump water heater that meets minimum tank capacity
- Heat pump water heaters have sone rating equal to or less than 55 dBA
- Cooktops use induction technology (does not apply to outside kitchens)
- Ovens are electric
- Powered 208/240 receptacle installed in garage or 3’ of driveway/parking space
- Electric service panel includes a 40 amp breaker dedicated for “electric vehicle charging”
$37,500 - Passive House Institute US (PHIUS)
- Meet the requirements of ENERGY STAR for New Homes V3.2
- ENERGY STAR certified two-speed or variable-speed heat pump
- HVAC Commissioning to Grade 1 under Standard 310
- ENERGY STAR certified heat pump water heater that meets minimum tank capacity
- Heat pump water heaters have sone rating equal to or less than 55 dBA
- Cooktops use induction technology (does not apply to outside kitchens)
- Ovens are electric
- Powered 208/240 receptacle installed in garage or 3’ of driveway/parking space
