Meet Xcel Energy's New Rebate Program

Xcel Energy has offered builder rebates under their ENERGY STAR New Homes Program for many years. The gist of this program was to rebate a little money to a lot of builders who were building a bit better than code. Rebates amounted to $250 - $1000 per house. The ENERGY STAR New Homes Program ends for all houses permitted after July 1, 2024, and drastic changes have been made to the new Xcel Residential New Home Construction Program. 

Eligibility Requirements for Rebates

Through direction from the Colorado PUC, Xcel is promoting the market transformation to all-electric housing. The Xcel Residential New Home Construction Program provides rebates starting at $20k per house for homes that:

Builder Responsibilities

Xcel has severed the ties between its rebate program and the role of the rater (EnergyLogic). To receive the rebate, the builder must directly engage with Xcel’s program implementer (Residential Science Resources) for energy modeling, consulting, inspections, and verification. However, RSR cannot certify any house for code or above code programs. Therefore, to achieve code and program certification, builders must also engage with EnergyLogic to duplicate the modeling, consulting, inspections, and verifications. This is especially critical because most houses that meet the Xcel Rebate Program will also qualify for the $5000 45L Builder Tax Credit.
