Xcel Affordable All-Electric New Home Rebate

Xcel Energy is now offering a $30,000 builder rebate for affordable, all-electric new homes in Colorado. The program uses the Phius CORE framework to ensure low utility bills for future residents without requiring formal Phius certification.
There is a ton of confusion and possibly misinformation surrounding what sort of panels and service requirements builders are going to face as we move toward an ever-electrified future. More often than not, we are seeing assumptions being made about how everyone is going to end up in 400A panels. Nothing could be further from the truth.
Eligibility
- Eligible Builders: Non-profits (501(c)(3)), market-rate builders partnering with a Public Housing Authority, or those building in Disproportionately Impacted Communities.
- All-Electric Requirement: No natural gas service is permitted. All appliances must be electric.
Phius CORE Requirements
Projects must meet Phius 2024 performance targets, verified via WUFI Passive energy modeling and field inspections.
1. Airtightness
- Airtightness Limit: ≤0.060 CFM50/ft2 verified at pre-drywall and final stages of constuction.
2. Design Specifications
- Space Conditioning: Projects must stay within climate-specific limits for annual heating/cooling demand and peak loads.
- Thermal Envelope: Continuous insulation and assemblies with thermal breaks are required to prevent condensation.
- Fenestration: Whole-window U-values are restricted based on climate to ensure interior comfort and mold prevention.
- Source Energy: Residential units must meet a net source energy limit of approximately 3,800–4,200 kWh/person/yr.
3. Mechanical & Ventilation
- Balanced Ventilation: A continuous mechanical ventilation system (HRV/ERV) is required and must have supply and exhaust balanced within 10% of each other.
Incentive & Partnership Details
- Administration: Residential Science Resources (RSR) provides free energy modeling, design assistance, and field verification.
- Payment Schedule: 50% is paid upon receipt of a Phius Design Certification Letter. The final 50% follows final verification by RSR.
- Training: Xcel Energy fully subsidizes Phius training costs for eligible builders (upfront for non-profits or via reimbursement for others).
Energy Code Requirements
- 3rd Party Energy Code Compliance: This program does not remove local jurisdictional energy code requirements. Homes are still required to have 3rd party verification provided by an Energy Rater via the Performance, Prescriptive, UA Alternative path.
- EnergyLogic's Role: EnergyLogic can provide compliance for all jurisdictional energy codes and can also Certify homes to Phius.
